The API presents our Giving Expert Evidence Short Course - A blended-learning program that provides guidance to API members, particularly Certified Practising Valuers, in giving evidence in valuation and compensation matters in court.

Learning Outcomes

1.Explain the process of appointment of an expert, reporting requirements, joint statements, compulsory conferences and mediation, giving evidence in court.
2.Demonstrate how to present expert evidence via examination in chief, cross examination & re-examination.
3.Discuss the Courts/Tribunals requirements of giving expert evidence and what this involves.

Dr Rachel Baird,
Australian Propery Institute

Dr Rachel Baird is an experienced legal practitioner and manager with experience across a range of industry sectors including Defence, oil and gas, academia, NFPs and sports.  She is committed to providing quality education to  API members and brings experience running educational programs at membership organisations as well as building curriculum within University programs.



Chris Kamitsis FAPI
Horrigan Kamitsis Valuers

Chris Kamitsis has 27 years’ experience in the valuation industry. He is a Fellow of the Australian Property Institute (FAPI), Registered Valuer in QLD and is a Professional Member of the Royal Institution of Chartered Surveyors (MRICS). He holds a Bachelor of Business Degree from the University of Queensland and a member of the Queensland Environmental Land Association (QELA). Chris specialises in resumption matters and property litigation across all asset classes and has provided expert evidence to the Land Court of Queensland, Planning and Environment Court, Queensland Magistrates Court and the Supreme Court of Queensland.

In 2001, he was appointed director of Horrigan Kamitsis Valuers and currently oversees eleven staff. His responsibilities involve supervising valuation procedures and ensuring that valuations issued by the company conform with the practice standards of the Australian Property Institute. This involves reviewing reports, identifying and correcting any shortcomings in respect of methodology, analysis and application. His company is a full service valuation firm which provides valuations across all asset classes predominately for finance purposes. The company is also a valuation provider to various State Government departments including Education, Health and Main Roads and they also represent numerous local authorities throughout the state.

Together with managing the valuation company, Chris specialises in litigation matters and is often retained as an expert witness for compulsory acquisition matters and trunk infrastructure valuations relating to planning and development approvals. As such, he is frequently retained in matters before the Land Court of Queensland and the Queensland Planning and Environment Court. In respect of resumption valuations, Chris has acted in numerous state and local government projects including the Gateway Bridge Duplication, Pacific Motorway Upgrade, Clem 7 Tunnel, Northern Busway, Airport Link Tunnel, Bruce Highway Upgrade, Lytton Road Upgrade and the Kingsford Smith Drive Upgrade Project. More recently, he has provided advice in respect of the Inland Rail Project, Cross River Rail Project and the Coomera Connector Project.

Chris was a speaker at the 2011 API National Property Conference (Gold Coast) and delivered a paper titled ‘Compulsory Acquisition – The Valuers Role’. He has been a guest judge for the University of Queensland’s Moot Court Competition for final year property students since 2017 and has previously been a guest lecturer at the University. Chris was also a member of the API’s membership committee for approximately six years and has been an examiner for professional interviews.
